Residency for Tuition Purposes:
All students are classified for tuition purposes under one of the following residency classifications:
- Maricopa County resident
- Out-of-County resident
- Out-of-State resident (including F-1 nonimmigrant students)
- Unclassified, Out-of-County, Out-of-State (1-6 credit hours system-wide)
Residency for tuition purposes is determined in accordance with state law (A.R.S. 15-1801 et see.) and regulations of the Maricopa Community Colleges Governing Board. The process to prove your residency is detailed here.
- The student must provide documentation.
The documentation must demonstrate the student is domiciled in Arizona for one year preceding the official starting date of the semester (exceptions are noted in the college catalog). In most cases, a student must provide multiple sources of documentation to prove Maricopa County residency. - Domicile status must be established before the student registers and pays fees.
It is the student's responsibility to register under the correct domicile status. Changes in residency do not occur automatically. A student requesting consideration for a change in domicile must submit a Domicile Affidavit along with proof of domicile to the Office of Admissions & Recruitment prior to the official start date of the semester in which the student is requesting the change. Domicile Affidavits may also be submitted to Enrollment Services at the Red Mountain campus. - What is a Domicile?
Domicile means a person's true, fixed, and permanent home and place of habitation. It is the place where he or she intends to remain and to which he or she expects to return when he or she leaves without intending to establish a new domicile elsewhere.

Western Undergraduate Exchange:
The Western Undergraduate Exchange (WUE) program is a student exchange program coordinated by the Western Interstate Commission for Higher Education (WICHE), and administered by the Arizona Board of Regents. Through WUE, students who reside in western states (Alaska, Arizona, California, Colorado, Idaho, Montana, Nevada, New Mexico, North Dakota, Oregon, South Dakota, Utah, Washington and Wyoming) and meet the eligibility requirements, pay 150 percent of the regular resident tuition plus fees.
Students must mark prominently on the Student Information Form that they seek admission as WUE students. In addition, MCC requires the student submit a WUE Classification Request Form to the Office of Admissions & Recruitment prior to prior to the official starting date of the students' first semester of enrollment at MCC. Students may not apply as out-of-state students and expect to receive the WUE tuition rate after admitted. Once admitted as WUE students, students may not petition for in-state residency.
